Rules to be directly affected by SMS implementation and priority grouping order
Group 1: Amendments to the following rules will be required to meet ICAO Annex Standards as in force on 30 June 2008
- Part 119– Air Operator – Certification (for airline operations under Part 121 – Large Aeroplanes & Part 125 – Medium Aeroplanes)
- Part 129 – Foreign Air Transport Operator[1]
- Part 139 – Aerodromes – Certification, Operation and Use
- Part 145 – Aircraft Maintenance Organisations – Certification (for organisations that provide maintenance for airline operations under Parts 121 & Parts 125 ie those with A1, A2, A3, C1 or F1 ratings)
- Part 172 – Air Traffic Service Organisations – Certification
Group 2: Then amendments to the following rules
- Part 119 (all airline operations under Part 135 – Helicopters and Small Aeroplanes and all general aviation operations)
- Part 141 – Aviation Training Organisations – Certification
- Part 145 (for maintenance that support all other operations)
- Part 146 – Aircraft Design Organisations – Certification
- Part 148 – Aircraft Manufacturing Organisations – Certification
- Part 149 – Aviation Recreation Organisations – Certification
- Part 171 – Aeronautical Telecommunication Services – Operation and Certification
- Part 174 – Aviation Meteorological Service Organisations – Certification
- Part 175 – Aeronautical Information Service Organisations – Certification
Group 3: Followed by amendments to these rules
- Part 19 – Transition Rules (Part 19F – supply organisations)
- Part 119 (for Part 137 – Agricultural Aircraft Operations)
- and other rules currently under development needing to be transitioned to SMS
Consequential amendments are anticipated to a number of other rules as a result of these changes.
[1] The requirement for these operators to adopt SMS will apply where the state that issues the operator’s primary AOC has not lodged a difference to the ICAO Annex provisions on SMS.
