Aircraft Operations Statistics –
The consultation period for new Aircraft Operations Statistics Forms (CAA 605)
finished at the end of November 2005
The Civil Aviation Authority has developed Safety Outcome Targets to be achieved by the year 2010. Similar target setting took place in 1994 and 1999 setting targets for 2000 and 2005 respectively. The 2000 and 2005 Safety Targets were expressed as accident rates per 100,000 flight hours, for a range of weight groups and aircraft types. The 2010 targets are expressed in terms of social cost per hour of passenger exposure, for 13 groups of special interest.

To support reporting against the 2010 targets, it has been necessary to change both the CAA's data processing systems, and the forms used by aircraft operators to supply the data required by Part 12 of the Civil Aviation Rules.

There are two major changes:
1. Separate reporting forms have been developed for large and small aircraft.

Form CAA 605a is designed to be used for aircraft operating under Parts 121 and 125.

Form CAA 605b is designed to be used for all other aircraft for which reporting requirements are specified in Rule Part 12 (including large and medium aircraft being used for agricultural operations).

2. Support flying (training, ferrying, and other flying) associated with a revenue operation is now reported against the type of operation being supported.
For instance training relevant to the carrying out of a Part 125 operation will be reported as "Carriage of passengers or goods by air for hire or reward Training/Instruction Dual or Solo (as appropriate)".
Commercial Transport has been added to the new forms with provision for recording hours against either Carriage of passengers or goods by air for hire or reward, or Other hire or reward, depending on the type of commercial transport operation carried out.
Operators using large or medium aircraft such as Fokker F27 on agricultural operations should use form CAA 605b for reporting against this activity as this is the only form with provision for recording agricultural activity.

Operators who use the Aviation Quality Database (AQD) to submit these statistics are still able to do so.
