Airspace and Environment Policy Unit
The Airspace and Environment Policy Unit undertakes policy development work and associated analysis in regard to airspace and environment issues within the New Zealand civil aviation system.
The prime role of the Unit is development of New Zealand’s National Airspace and Air Navigation Plan and integration of this plan with the New Zealand Transport Strategy and the New Zealand Energy Strategy.
In relation to airspace, key focus for the Unit is on Performance Based Navigation (PBN), including identification of the key technologies that the New Zealand civil aviation system needs to adopt to implement PBN. This includes analysis and implementation of the changes required to the principles and procedures for airspace design, the variation of airspace use and classification under PBN. The Unit provides general policy advice on airspace and the implications of PBN for the CAA and New Zealand’s civil aviation system.
In relation to environmental issues, the focus is on quantification of the environmental benefits of PBN, and identification of the performance indicators to track the safety, environment and efficiency outcomes from PBN. This includes the safe use of alternative fuels for aviation, and monitoring the impact of aircraft operations (in particular engine emissions) on the environment.
Key points of liaison are with other New Zealand government agencies and the national regulators of other States on airspace, air navigation and environment issues. The Unit does this by coordination and management of New Zealand’s representation in international forums relating to air navigation and the aviation environment.
