The Authority

The CAA is governed by a board of community and aviation industry representatives whose focus is strategic direction, accountability and performance. The five members of the Authority are appointed in accordance with section 28(1) of the Crown Entities Act 2004.

Title Name Background
Chaiman Rick Bettle Rick Bettle is a Professional Director and Accredited Fellow of the Institute of Directors who has worked in both the public and private sectors. He has previously chaired several organisations and companies, including the New Zealand TAB, the Racing Industry Board, the New Zealand Lamb Company, Capital Coast Health, Southland DHB, West Coast DHB, and Wrightson Finance. From 1995 to 1998 he headed the law firm of Kensington Swann.

He has lectured in New Zealand and overseas on a range of topics associated with good governance and finance. His current positions include Chairman of Dominion Finance and Chairman of the ATTTO, and Directorships of Southport, Macquarie Goodman NZ, Revera, and Synergy International.
Deputy Chairman Errol Millar Errol Millar, of Central Otago, has significant experience in the aviation sector as a past Chair of Airways New Zealand. He is a professional management consultant and practicing director, having worked in both the public and private sectors. Directorship experience includes meat inspection, roading, air ambulance/air rescue, and health-related entities (including the Southland District Health Board).

Errol has a degree in accounting and management. He is a member of the Institute of Directors, and is a Fellow of the Chartered Institute of Logistics and Transport. He is currently Managing Director of the Wellington-based Management Consultancy firm Aquestra Ltd (formerly Arrus Knoble).
  Darryll Park Darryll Park joined Air New Zealand's commercial graduate scheme in 1973 and spent his last six years with the company as South Island Manager. In 1998, he established Christchurch and Canterbury Marketing Limited, where he was Chief Executive Officer.  He is now Managing Director and part owner of corporate travel provider, Signature Travel, a Fellow of the New Zealand Institute of Management, a Director of the Canterbury Rugby Union, and a member of the Institute of Directors.
  Susan Hughes Susan Hughes has been a partner in Govett, Quillam, Barristers and Solicitors, since 1987.  She was a member of the Criminal Justice Advisory Council from 1988 until 1991, Chairperson of the Care and Protection Resource panel from 1990 to 1993, and Chairperson of the Criminal legal Aid Sub-Committee until 1998.
  Ross Crawford Ross Crawford brings a diverse background of aviation experience to the Authority. He is a recently retired Air New Zealand Captain with 20,000 hours experience and holds current A-category and flight examiner ratings.

His airline experience includes time on the F27, B737, B767 and B747-200 and B747-400, and he has worked in general aviation charter flying, and aerial top-dressing in Australia and New Zealand.  During his 34 years at Air New Zealand, Ross also served periods as Fleet Manager of the F27s, Training Manager of the 747s, and Chief Training Captain.  He has been a Walsh Memorial Scout Flying School instructor for the past 18 years.

Ross lives in Rotorua.  He has a BAv (in management) from Massey University and is a member of the New Zealand Institute of Directors.
