Entry via Aviation Documents
To operate within the civil aviation system, an individual or organisation must be granted an aviation document.
The Director grants aviation documents – such as a pilot licence, operating certificate, aircraft registration, engineer licence, air traffic control licence, or aerodrome certificate – only after applicants have demonstrated that they meet the standards set in the Civil Aviation Rules.
For an individual, this means having the correct training and experience. For an organisation, it means demonstrating its operations are managed and controlled in a way that ensures all of the relevant Rule requirements are met.
Once the CAA is satisfied that these requirements are met, the appropriate aviation document is issued and the individual or organisation can become part of the New Zealand civil aviation system.
