New General Manager, Personnel Licensing and Aeronautical Services

Former Civil Aviation Authority deputy chairwoman Catherine Taylor has been appointed the CAA's new General Manager Personnel Licensing and Aeronautical Services. She will take up the post on Monday 10 September.

Mrs Taylor gained a Bachelor of Arts in Economics and Bachelor of Commerce in Administration majoring in accountancy at Victoria University.

She became a chartered accountant in 1988 and joined Wellington International Airport Ltd as its company secretary and finance manager in February 1990, and was appointed general manager-operations in July 1994 where she was responsible for the day-to-day management of the airport including its property portfolio, domestic and international terminals, regulatory compliance, and liaison with the airport community, airlines, and government agencies Mrs Taylor was Acting CEO for WIAL in late 1998 and early 1999.

After leaving the airport company in March 1999 Mrs Taylor provided consultancy advice to Air New Zealand and other airlines before joining Origin Pacific as customer services general manager in August 2000. She left the airline in March.

Mrs Taylor was appointed to the Authority in August 1997 and was its deputy chairwoman till July of this year.

General Manager Personnel Licensing and Aeronautical Services is responsible for Search and Rescue, personnel licensing, medical services and aviation services including monitoring of air traffic control, aerodromes and meteorological services, and the aviation security unit.

The medical elements of the CAA's functions have been under considerable scrutiny over the last year and there has been substantial redevelopment and rebuilding in the medical unit.

"This is a challenging position," Mrs Taylor said. "A key aspect is to continue to develop the relationship-building both inside and outside the CAA. The CAA is moving forward significantly and that momentum needs to be maintained."
