This compilation of the above Civil Aviation Rule was made by the Civil Aviation Authority as a reference document to provide details of the current rule requirements. It is not the official version of the Rule and should only be used as a reference document. It does not contain the statement specifying the Rule Objective, and the Extent of Consultation.
Rule brief
The objective of Part 101 is to establish the operating rules for Gyrogliders and Parasails, Unmanned Balloons, Kites, Rockets, and Model Aircraft throughout New Zealand. It should be noted that this rule does not apply to model rockets (ie rockets smaller than Large Model Rockets). Model Rockets are covered by the Explosives regulations 1959 and have been excluded from this Part through the definition of rocket. The rule therefore only applies to large model rockets and larger.
This rule introduces a number of new requirements relating to the operation of moored balloons, kites, rockets, and model aircraft. Most of the new requirements relate to areas not currently covered under existing regulations and tertiary legislation administered by the Civil Aviation Authority.
This rule also introduces a number of additional requirements for free balloons which are based on ICAO recommendations and are similar to the requirements specified by the Australian CAA and the FAA. The CAA expects that these additional requirements will improve the tracking, control, and avoidance by aircraft of free balloons.
As gyrogliders and parasails carry persons, there are basic rules in this Subpart to ensure that personal risk is minimised.
