The rule development process comprises four distinct phases, the Trigger Phase, Issue Assessment Phase, Rule Programme Development Phase, and the Rule Project Phase.These phases clearly define the range of activities undertaken within the rule development process. Each phase also defines the involvement of various key groups that participate throughout the rule development process.
The CAA has published a summary booklet, The Rule Development Process, which describes the entire rule development process. The booklet provides a background to the process, describes the four phases, and introduces the key participating groups. The booklet also outlines how interested persons may participate in the rule development process.
Each of the four phases have been documented separately, and are listed below. Each document provides an outline of the key processes associated with that phase, and is supported by descriptive flow charts and a detailed description of the key activities and outputs of the phase.
The CAA, in conjunction with the aviation community, has also developed a Risk Management Methodology for use during the rule development process. The guidelines have been specifically developed for use by Issue Assessment Group members during the Issue Assessment Phase, and by CAA Rules Project Specialists during the Rule Project Phase.
