Rules Review Implementation Project

The Director of Civil Aviation accepted the Scholtens Report completed in 2002, and all of its recommendations, which have given rise to the development of the new rule development process. The Rules Review Implementation (RRI) Project was established to implement the Scholtens Report recommendations and to deliver a vastly improved and revised rule-making structure for use in all future rules development projects. The RRI Project has now been completed.

RRI Project Overview

The New Rule Development Process

The Project Charter provides the project definition for the RRI Project.

The high level summary overview flow chart of the new rule development process can be seen in Workshop Documents. See Process Overview. Workshops

Workshops have been undertaken to review the four phases of the rule development process. The draft documents and charts that outline the four phases are provided in the workshop documents folder. See Workshop Documents. Please note these are the initial working documents and the final documents can be seen under Rule Development Process.

Project Progress Updates

A regular update on the project progress is provided in the form of the project’s Progress Chart. This chart outlines the overall project timeframe and the deadlines we are working to. See Progress Chart.

The project involves nearly 400 tasks and these contribute to 46 delivery milestones. The milestones are completion points within the overall project plan and represent an achievement or a delivery. See Milestone Chart.

Ministry of Transport Projects

The Ministry of Transport (MoT) has completed recommendations 13 and 14 of the Scholtens Report. See MOT Projects 13 & 14 (www.transport.govt.nz/current/issues).

Aviation Community Advisory Group (ACAG)

Remaining work-in-progress

There are three remaining project deliveries (Project 6, 15 & 17) that are currently being undertaken as a “work-in-progress”.  See Milestone Chart. Project 6 will be completed when the consultation on the current draft guidelines on risk management has been agreed with the aviation community. The completion of Project 15 requires the MoT Planning Task Force to complete a Transport Sector Strategic Directions document in readiness for release by the Minister. For Project 17, the MoT has established an inter-agency working party to develop a Funding Guideline for use in the 2006/2007 financial year.
