Amendments to Project 6/CAR/5 – Part 121 & 125 Air Operations - Large and Medium Aeroplanes: Project now split into two different projects – 6/CAR/5 Part 121 Air Operations (Large Aeroplanes) and 10/CAR/1 Part 125 Air Operations (Medium Aeroplanes)
During previous consultation periods between the CAA and Part 121/125 PWG members, it was identified that a number of Part 125 processes could be not be fitted in Part 121 processes. This is due to the complex nature of Part 125 operations which have made it difficult to align Part 125 rules pertaining to training and competency assessments to those of Part 121 in particular the use of flight simulators.
The larger operators (Part 121) are scheduled operations in larger aircraft capable of flying in all types of weather whereas Part 125 conduct both scheduled and unscheduled operations conducted in smaller size aircraft subject to weather limitations. This means, irregular schedule and lower hour operation for Part 125 operation compared to Part 121 operation.
The most feasible option is to split the project into two different parts – Part 121 (6/CAR/5) and Part 125 (10/CAR/1). The split has enabled Part 121 project to continue while Part 125 undergoes further technical development to include a safety case and a cost/benefit analysis.
The draft NPRM Part 121 (6/CAR/5) was submitted to the Ministry of Transport in April for government review. The Part 125 (10/CAR/1) is progressing and is incorporating industry view from the last Part 125 PWG meeting held 14 September 2009. Industry will be expected to provide more information as to how the proposed rules affect their operations via a questionnaire as part of the cost/benefit analysis.
