Rules Development

Whether aviation is your business or your pleasure, the moment you enter the aviation world you must work within the Civil Aviation Rules. There are many Rules, and they all serve the same purpose - aviation safety. Everyone in aviation - a student pilot, engineer, air traffic controller, aircraft owner, builder, importer or a member of any one of the dozens of support organisations - needs to know the Rules that apply to them.

Rules state the minimum levels of safety, and if you are not operating at or above those levels - you are breaking the law. The Rules set a standard so that everyone in aviation can have a shared understanding of the right way to operate. Everyone in the aviation industry needs to be able to count on their colleagues to protect their livelihoods, reputations and lives, by complying to the Rules.

The CAA offers a FREE notification service that will send you an email alerting you to some changes relating to rules, airspace, and airworthiness. This is provided as a helpful aid – you should not rely on any such service for compliance – email is too unreliable for that.

Registration of Interest for Rule Development Contract Work

The CAA may consider the possibility of using external, contracted resource to provide specialist technical expertise in the rule project phase of the rule development process. In order to determine the availability of such resources, the CAA seeks registrations of interest from persons wishing to participate in the development of the following documents:

  • Project scope statement
  • Rule design document
  • Notice of proposed rule making
  • Summary of public submissions
  • Draft final rule

If you are interested in this work, please provide the following information to the CAA Docket Clerk (docket@caa.govt.nz):

  • Name
  • Contact details
  • A brief description of your area(s) of expertise
  • An outline of your particular interest area(s) in the rule development process
  • A brief description of your background, qualifications, industry experience etc
  • Availability for contract work e.g. part/full time, maximum/minimum durations etc
