The Civil Aviation Rules pages are one of the most important sections on our website and as a result of the Civil Aviation Act 2023 coming into effect on 5 April 2025, we’ll be re-publishing all 50 rule parts. This presents an opportunity for us to revise how those pages function. We’d like to hear how you use those pages so we can make sure they suit the needs of everyone accessing that information.

AC92-4, Rev 1, Dangerous Goods Manual and accompanying manuals

A new revision of this AC has been published. Revision 1 replaces the various manuals with two new sample manuals for a will-carry and will-not-carry operator respectively. It also makes minor updates throughout to clarify the intent of the AC.

We have also included separate word documents of each manual for people to use. Participants may find it useful to download the manual(s):

Please feel free to ask the CAA dangerous goods team (certification@caa.govt.nz)  for advice on tailoring your manual for your specific operation.  This may save time and cost in the certification process, and ensure that the manual is tailored to the participant organisation.

AC61-1, Revision 13, Pilot licences and ratings – General – open for consultation

This AC has been revised and is open for consultation . Revision 13 adds a requirement to provide evidence of remedial training in the event of a flight test failure, in the section on rule 61.21, Flight tests. This change reflects advice from CAA in a seminar for General Aviation participants in October 2023, where CAA and participants discussed the need for proper assessment of remedial training.

As with other ACs, proposed insertions are in yellow highlight and proposed deletions in strikethrough.

AC141-1 Revision 6 Aviation training organisations - Certification

This Advisory Circular has been revised to reflect the recent update to AC61-19, Pilot licences and ratings - Flight Examiner Ratings, Revision 16.

Revision 6 makes the following changes to Appendix A:

  • adds two training courses in Description of Training Course, P12, Robinson Safety Awareness Training and P13, Examiner Theory Course, and
  • adds PBN Specification to A5 in Description of Assessment.

There is also a marked-up copy to make it easier to see the changes quickly:

AC61-19 Revision 15 Pilot Licences and Ratings - Flight Examiner Ratings  

This Advisory Circular has been updated.

Revision 15 updates the section, Flight Examiner Rating Requirements, replaces the content of Appendix I, Examiner Theory Course Syllabus and adds a new Appendix II, Practical Training. As a result, the former Appendix II, Flight Examiner Flight Test Syllabus, is now Appendix III. Lastly this revision makes minor changes to align with current AC style.

AC109-1, Revision 5, Regulated Air Cargo Agents – Certification

This Advisory Circular has been revised. Revision 5 is a substantive update which:

  • Expands advice on the acceptance and ongoing oversight of known customers in New Zealand's air cargo and mail secure supply chain;
  • Adds sub-sections to clarify the intent of rule parts, and a sub-section on the security control of transhipment cargo
  • Adds more detail to an acceptable form of compliance for Regulated Air Cargo Agents (RACAs) to ensure their obligations as a Part 109 certificate holder are being met, with particular reference to rule 109.61;
  • Updates the sections on Internal Quality Assurance (IQA) and Occurrence Reporting; and
  • Adds appendices:
    • Template for known customer register,
    • Known Customer Security Programme (example),
    • Security Culture,
    • Elements of a strong security culture, and
    • Transhipment Cargo.

AC102-1, Revision 1, Unmanned Aircraft - Operator Certification

This AC has been updated and is available for consultation. Revision 1 is a comprehensive revision which:

  • removes the FAQ section and out-of-date transition provisions (rule 102.27)
  • focuses on the intent of the rule – for operators to assess and manage aviation risks and create procedures to ensure their operation is conducted safely, and
  • adds three appendices:
    • Appendix I – Guide to ISO: 31000 – Risk Management
    • Appendix II - Specific Operations Risk Assessment (SORA), and
    • Appendix III – Examples of sets of exposition documents.

We are also interested in participants’ views as to whether any of the checklists would sit better on a dedicated page on the CAA website, rather than in this AC.

Proposal to revoke AC43-12, Non-aeronautical lead acid batteries

As part of our review of ACs, CAA has determined that this AC is no longer fit for purpose, as the acceptable standards are out of date, and the remaining guidance is either better suited to a webpage or can be found in manufacturers’ instructions.

We propose to revoke this AC, unless participants are strongly in favour of its retention.

Changes to Part 65 Advisory Circulars to reflect online applications

From Monday 29th January 2024 air traffic controllers and related professions can now apply for their licences through Online services. We have updated the ACs in the 65 series to reflect this, including some other content, in conjunction with Airways, as outlined in the Version History.

We have also removed the following forms as they are no longer required:

  • 24065-01 – Issue of air traffic service licence
  • 24065-02 – Exchange of an air traffic service licence, and
  • 24065-03 – Amendment to an air traffic service licence

AC92-2, Revision 3, Carriage of dangerous goods

This AC has been updated and is available at the link above. The purpose of Revision 3 is to update material based on the ICAO Technical Instructions (TIs). The main changes are:

  • In Appendix A, updating the UN Number and PSN for most of the items
  • In Appendix A, making minor changes to 1080, Diesel/Kerosene/ Jet Fuel sections, and adds new section, Diesel
  • Updating Appendix C, Aircraft Emergency Response Drills, to align with the ICAO DOC 9481 2023-24 edition, replacing the table in full, and
  • Updating some of the items in Table 7.1, Carriage of DG by Passengers and Crew, replacing the table in full.
